Tolulope Makinwa is a rural enterprise and impact systems practitioner working at the intersection of financial inclusion, venture-building, and economic design across underserved markets in Sub-Saharan Africa. As Executive Director of Muazu Africa, she leads the development of data-driven models that strengthen rural enterprise performance, improve capital access, and increase value retention within local economies.
Her work focuses on shifting how rural economies are understood and financed, moving from fragmented, aid-driven approaches toward structured, investable systems that recognise rural enterprises as legitimate engines of growth. She advises development finance institutions, fund managers, governments, and enterprise support organisations on rural market intelligence, investment readiness, and capital structuring for informal and semi-formal economies, with a strong emphasis on women-led enterprises.
She is the designer of several proprietary impact tools that underpin Muazu Africa's work across Nigeria and Sub-Saharan Africa, including the Rural Value Retention (RVR) Framework™, the Rural Prosperity Index (RPI), Rural Security Risk Intelligence systems, and the Debt Capacity Framework for rural enterprises. Together, these tools assess enterprise resilience, security-linked economic disruption, profitability leakage, and the real capacity of rural businesses to absorb and sustain capital.
Through this work, she is currently advancing the design of Nigeria’s first rural women asset financing fund focused on prioritizing productivity, local value capture, and long-term economic agency over short-term interventions.
Her contributions to social innovation and inclusive development have been recognised through multiple honours, including the 2026 JCI Top 30 Young Persons of Nigeria (Humanitarian and Voluntary Leadership), the Orifunke Lawal Award for Thought Leadership (2025), recognition by the Office of the Citizen of the Federal Republic of Nigeria (2025), finalist placement for the Governor Babajide Sanwo-Olu Award for Social Impact (2025), The Future Africa Awards Young Person of the Year nominee (2025), the HEXA Award for Social Enterprise (2024), the Ooni of Ife Imperial Majesty Gold Award (2023), and the ELOY Award for Social Enterprise (2022).
She also serves on national and sector platforms including the Nigerian Advisory Board for Impact Investing (NABII), the Steering Committee of Enterprise Support Organisations, the Rural Social Enterprise Network, and the SAS Practitioner Panel under FIKA.
At the centre of her work is a simple but persistent idea: rural economies already produce value at scale, but the real challenge is building the systems that allow that value to be measured, retained, and multiplied within the communities that create it.
